A few things work here. Cut the volume: drop it low so he has to step closer just to hear it. Or go silent for two or three minutes. Educated coyotes often move in during the pause. Switch from distress to coyote vocals, a challenge howl, barks, a subtle whimper, to trigger a territorial or social response. And if you have them, the multi-layer, MotionFX or ultrasonic sounds from CallTuneAI are killer for this.
